据俄外交部网站发布的消息，扎哈罗娃说，绕过联合国及其宪章和其他国际法准则，对主权国家实施单方面制裁绝对不可接受。俄方坚决谴责针对古巴的非法禁限措施以及对古巴领导人和该国人民的施压举措。

美国总统特朗普1月29日签署行政令，威胁对向古巴提供石油的国家输美商品加征从价关税。对此，古巴指责美国企图颠覆古巴政权，斥责美国的行为是“野蛮攻击”。
