Xinhua News Agency, United Nations, April 24th - Fu Cong, the Permanent Representative of China to the United Nations, stated at a seminar on "Emerging Trends in Terrorism" on April 24th that with the intensification of international turbulence and the rapid development of emerging technologies, the threat of terrorism is becoming increasingly complex and severe. In this context, strengthening international counter-terrorism cooperation is more urgent than ever before.
Fu Cong stated that there are several trends that deserve high attention: regional chaos has provided opportunities for terrorist organizations, terrorist networks are showing a trend towards decentralization, economic and social problems provide a breeding ground for terrorism, and emerging technologies bring complex impacts. The ninth review of the United Nations Global Counter Terrorism Strategy provides an important opportunity for countries to deepen their understanding of counter-terrorism and strengthen cooperation and form a joint force under the coordination of the United Nations.
Fu Cong emphasized that the international community should make efforts from four aspects. One is to adhere to the concept of common, comprehensive, cooperative, and sustainable security. All countries should jointly resist ideological bias and double standards, resolutely combat all forms of terrorism, and oppose any attempt to support or use terrorism for geopolitical interests. The second is to further leverage the role of the United Nations counter-terrorism agencies. The United Nations Counter Terrorism Office, Counter Terrorism Executive Directorate, and relevant committees of the Security Council should strengthen coordination and cooperation, jointly promote the implementation of the United Nations Global Counter Terrorism Strategy and relevant Security Council resolutions, and contribute to international counter-terrorism efforts. The Security Council should continue to make good use of relevant sanctions mechanisms and list the "Baloch Liberation Army" and its "Majid Brigade" as soon as possible. The third is to strengthen the construction of counter-terrorism capabilities. All countries should effectively implement the United Nations Global Counter Terrorism Strategy. At the same time, while fully respecting the sovereignty of the countries involved, we will provide more financial, technological, equipment, and intelligence support to developing countries, especially to prevent terrorist organizations from abusing emerging technologies. Regional cooperation mechanisms such as the Shanghai Cooperation Organization can play an important role in the field of counter-terrorism. The fourth is to eradicate the breeding ground for terrorism. To promote political solutions to regional hotspot issues, maintain regional peace and stability, and continuously reduce the space for terrorist organizations to operate. At the same time, we need to increase investment in the 2030 Agenda for Sustainable Development, help developing countries improve their livelihoods, and address the root causes of conflicts and instability.
Fu Cong said that China has always actively participated in international counter-terrorism cooperation. The global security initiative and global governance initiative proposed by China have important guiding significance for strengthening international counter-terrorism cooperation. China supports counter-terrorism operations in the Sahel region through the China United Nations Peace and Development Fund, helps African countries enhance their counter-terrorism capabilities, and supports Central Asian countries in strengthening their counter-terrorism early warning mechanisms. China will continue to firmly support Pakistan's counter-terrorism efforts and is willing to strengthen cooperation with other countries to jointly build a world of lasting peace and universal security.
